Conductor License - Application Process, Eligibility Criteria

A conductor license (CL) is a necessary consent for working as a conductor on any public/private transport vehicle like bus in India. Issued by the Regional Transport Offices (RTOs) or District Transport Offices (DTOs), under the Motor Vehicles Act, 1988, it enables the conductors to be able to handle passengers and fare collection on public transport buses besides maintaining safety and order.

Eligibility Criteria

Applicants must meet the following requirements, to apply for a conductor license under the Motor Vehicles Act:

Age: Minimum 18 years; maximum age varies by state (typically 50–60 years, e.g., 50 in Haryana, 60 in Tamil Nadu).
Educational Qualification: Education must be passed in Class 10. Some states, like Haryana require Hindi or regional language.
Physical Fitness: To perform conductor duties applicants is physically fit and certified medical practitioner.
First Aid Knowledge: Through St. John Ambulance Association (India) organization get a valid Aid Certificate.
Good Moral Character: Get a moral character certificate issued by a civil surgeon, assistant civil surgeon.

Required Documents

Following documents are required:

Application Form: Form L.Con.A (for conductor license application) or Form C.L.A (in states like Tamil Nadu).
Medical Certificate:
- Form 1: For applicants under 40 years.
- Form 1A: For applicants 40 years and above, signed by a registered medical practitioner.
First Aid Certificate: Issued by St. John Ambulance Association.
Educational Qualification Proof: You have passed class 10.
Proof of Identity: Aadhaar card, voter ID, passport, or PAN card.
Proof of Address: Aadhaar card, ration card, utility bill (electricity/water), or rental agreement.
Proof of Age: Birth certificate, SSLC certificate, Aadhaar card, or passport.
Photographs: 2–3 recent passport-sized photographs.
Conductor Training Certificate: If mandated by the state transport department.
Fee Payment Receipt: Fees depending on state typically range from ₹100 to ₹500.

Application Process

Through Parivahan Sewa portal or offline at RTO submit the application of conductor license. If you have internet access use online process if you have can’t internet access use offline method.

Online Application via Parivahan Sewa

Visit to portal: https://parivahan.gov.in/.
Click on “Online Services” then click “Driving License Related Service”.

Select your State where you want to apply.
Click on “New Conductor Licence”.

Fill out personal information name, date of birth, address, email, and blood group e.t.c.

Upload Documents:
Proof of identity.
Proof of address.
Proof of age.
Medical certificate (Form 1 or 1A).
First Aid Certificate.
SSLC certificate.
Good moral character certificate (if required).
Training certificate (if applicable). Ensure files meet size/format requirements (e.g., JPEG/PDF, typically under 1 MB).
Upload Photo and Signature: Upload passport-sized photograph and digital signature.
Pay Fees: Pay the application an test fee online. Fees depend on state (e.g., ₹200 in Karnataka, ₹500 in Maharashtra).
Book Appointment: For conductor license schedule an appointment.
Submit Application: Click on confirm and remember application number.
Track Application: On Parivahan portal click on “Application Status” and track application.

Offline Application

Obtain Forms: Collect Form L.Con.A, Form 1/1A, and other required forms from the nearest RTO or download them from transport department’s website.
Complete Forms: Fill out the forms and attach copies of required documents.
Submit at RTO: Go to RTO, submit the documents and fees.
Schedule Test: Book a appointment for the conductor license test.
Verification: RTO verifies documents and may call for an person interview.

Conductor Licence Test

For conductor duties some states require applicants to pass test. The test typically required:

Knowledge of Traffic Rules: Manage passenger understanding road safety and Motor Vehicles Act.
First Aid Skills: Know about basic medical emergencies.
Conductor Responsibilities: Best in passenger assistance, issuing tickets and vehicle safety.

Online Test

Click on Conductor Licence then click on “Online Conductor Licence Test”.
Enter your CL Number, date of birth and password.

Click on Log in and take a test.
Click “Print Conductor Licence Test” to print licence.

Issuance of Conductor License

After document verification and test completion:

Within 7-30 days RTO issues the conductor license depend on state.
License is valid for 3 years after this time you can renew this.
Through Parivahan portal or DigiLocker download your license and applicant get physical license card.

Renewal Process

To renew a conductor license:

Apply within 30 days before or after the expiry date via the Parivahan portal or RTO.
- Submit:
- Form L.Con.A.
- Medical certificate (Form 1 or 1A).
- First Aid Certificate (if expired).
- Proof of identity and address.
- Current license copy.
- Passport-sized photographs.
- Renewal fee (₹100–₹300, varies by state).

Conductor Licence Renewal Process

Open Conductor Licence Menu, and click on “Services On Conductor Licence.”
Write the Conductor Licence Number and date of birth then click on “Proceed”.
