What Is a Vehicle NOC Certificate?

A Vehicle No Objection Certificate (NOC) is a legal document issued by the RTO under Section 48 of the Motor Vehicles Act, 1988. It confirms that the vehicle has no tax dues, challans, or criminal cases.

The NOC is required when:

You’re transferring a vehicle from one state to another.
You’re selling your car or bike to a buyer in another state.
You’re re-registering your vehicle in a new RTO after relocating.

Essentially, the RTO NOC Certificate ensures your vehicle is free of objections and ready for new registration or ownership transfer.

Documents Required for a Vehicle NOC

Form 28: Application for NOC, available at https://parivahan.gov.in.
Registration Certificate (RC): Original or certified copy of the vehicle’s RC.
Insurance Certificate: Valid insurance policy document.
Pollution Under Control (PUC) Certificate: Proof of emission compliance.
Pencil Print of Chassis Number: For verification of the vehicle’s identity.
Consent of Financier: If the vehicle is under a loan or hypothecation, Form 28 must include the financier’s approval.
Proof of Identity and Address: Aadhaar, voter ID, or utility bill.
Tax Clearance: Evidence of up-to-date road tax payment.

Apply for a Vehicle No Objection Certificate (NOC) Online

Go to https://parivahan.gov.in.
Click on “Online Services” and then “Vehicle Related Services”.

Choose your state and click on “Proceed”.

Select “Application for No Objection Certificate.”

Enter your chassis number, click on “Verify Details”.
Verify your OTP click on “Submit”.
Write “NOC Vehicle Details” then click on “Save Details”.

Print and sign “CMV Form 28” and receipt.

Upload your document (Form 28, chassis pencil print, passport-size photo).

Click on Final Submit.
Through SMS you can receive application number.
Click on “Appointment”>“Book Appointment” and print “NOC” receipt.

Visit to local RTO office on appointment date with booking letter, Form 28, receipt, RC, ID proof.
RTO officer verify everything and give you NOC for vehicle transfer.

Offline Process

Follow these steps to get No Objection Certificate (NOC) offline in India:

Visit to Regional Transport Office where the vehicle is registered.
Fill the vehicle and owner details on Form 28.
